Watch Dogs : Legion, developed by Ubisoft Toronto and published by Ubisoft, takes the Watch Dogs series in an ambitious new direction with its innovative “Play as Anyone” system. Set in a dystopian near-future London, the city is under authoritarian control following a series of devastating attacks blamed on DedSec.
Instead of a single protagonist, players build a resistance movement by recruiting ordinary citizens from across the city. Every NPC—construction workers, hackers, lawyers, spies, street performers and more—can be recruited and played, each with unique abilities, traits, weapons and personal backstories. This system allows for emergent gameplay and highly personalized playthroughs.
Gameplay focuses heavily on hacking and stealth, though direct combat remains an option. Players can hack surveillance systems, drones, security devices, vehicles and city infrastructure to infiltrate restricted areas or manipulate the environment. Advanced gadgets like spider-bots, cloaking devices and hijacked drones enable creative solutions to missions.
London is fully open and richly detailed, featuring iconic landmarks, boroughs and neighborhoods. Missions can be approached in multiple ways depending on the operative chosen, encouraging experimentation and adaptability. Permadeath is an optional feature, raising the stakes by permanently removing operatives if they fall in combat.
The narrative explores themes of mass surveillance, authoritarianism, digital control and resistance. Post-launch content introduced playable heroes, co-op missions, PvP modes and story expansions that expand the world and mechanics.
With its bold systems, social commentary and flexible gameplay, Watch Dogs : Legion offers a unique open-world experience centered on player choice and emergent storytelling.
